Becoming an Approved User

The BPP Rent & Ride community vehicles are made available to eligible organizations and groups within the Buffalo Point First Nation and RM of Piney partnership region. Our Approved User Program allows these groups to access our vehicles on a cooperative carsharing model to support multiple residents during organized trips.

Who Can Apply

Eligible organizations and groups include:

  • Community clubs
  • Non-profit organizations
  • Churches and faith groups
  • Senior centers and groups
  • Sports teams
  • Other organized community groups

Application Process

  1. Request an Application Package: Contact BPP Administration to receive the complete application package, which includes:
    • Approved User Application Form
    • User Agreement
    • Rates & Fees Policy
    • Driver Use Policy
  2. Complete the Application: Fill out the Approved User Application Form with your:
    • Organization/group information
    • Contact details
    • Organization purpose
    • List of additional approved users
  3. Submit Security Deposit: All new user applications must be accompanied by a $500.00 security deposit, to be held in reserve by BPP Rent & Ride.
  4. Board Approval: Your application will be reviewed by the BPP Rent & Ride Board.
  5. Sign the User Agreement: Once approved, all parties must review and sign the User Agreement.
  6. Orientation: Complete a self-led orientation before receiving access to vehicles.

Rights & Responsibilities

Approved User Rights

  • Access to clean, safe, affordable, and well-maintained vehicles

Approved User Responsibilities

  • Pay invoices and outstanding balances
  • Approve drivers and provide written authorization of current drivers to BPP Administration
  • Accept responsibility for drivers’ conduct
  • Ensure vehicles are only driven on provincial roads or all-season, maintained municipal roads
  • Ensure vehicles and assets are only used in Canada
  • Report any damage to vehicles
  • Accept responsibility for any collisions or damage
  • Ensure no alcohol, smoking, or vaping is used in the vehicle
  • Ensure the vehicle isn’t used for illegal activities
  • Ensure the return of the vehicle and all BPP assets to the home location

Managing Authorized Drivers

As an approved user, you are responsible for designating and managing your organization’s authorized drivers. You must:

  1. Approve Drivers: Review and approve drivers for your organization who:
    • Are at least 21 years old
    • Have a valid Manitoba Class 5F (full stage) driver’s license
  2. Maintain Driver Records: Keep documentation showing that drivers have read and understood the rules and obligations in the User Agreement and Driver Use Policy
  3. Provide Driver Information: Submit a signed letter to BPP Administration with the names of your organization’s authorized drivers
  4. Update Driver List: Maintain a current list of active drivers with BPP Rent & Ride

Security Deposit Information

The $500.00 security deposit is:

  • Required from all approved users
  • Held in reserve by BPP Rent & Ride
  • Refunded within 60 days after termination (less any liens for unpaid accounts)
  • Subject to deductions for monies owing to BPP Rent & Ride

If the security deposit is reduced due to damages or monies owed, the amount must be replenished prior to any further reservations being accepted.

Term and Termination

  • Account Termination by BPP Rent & Ride: BPP Rent & Ride reserves the right to suspend or terminate an approved user’s access to vehicles if the terms or conditions of the User Agreement are violated.
  • Account Termination by Approved User: Approved users may request to terminate their account in writing at any time. Termination requests will be reviewed and approved by the Board.
